there are NO consequences in school anymore at all, it is a joke

get caught cheating on a test? who cares, you get to make up the test at a later date
get suspended for any reason? who cares, free vacation and you get to make up all the missed work
absent for 10/15/20 days? who cares, get to make up all the missed days by sitting in a classroom after school playing on your phone or laptop
not ready for a test? who cares, just have a parent email admin and bitch and complain and admin will make the teacher let the snowflake take the test a day or two later

Depends on the color of the person mostly. Teachers and administrators are well aware that if they and the school system are sued for being racist, the school system will virtually ALWAYS settle. Very rarely will you find a system willing to fight this in court.
Ultimately, the teacher's reputation is destroyed even if he/she was correct all along. The school system is fine in a few news cycles after wasting a bunch of taxpayer money on a settlement because they falsely believe this will save them money.

My daughter had all kinds of troubles in high school. As parents, we begged the school and the cops to help us by enforcing their own rules and they wouldn't.

For the life of me I am trying to see how this is a bad thing? One of the main objectives of school is to educate. That's the first mission. Not only should they be allowed to complete all work to count towards their grade, it should be a requirement before being allowed to come back.

Now that all kids are “on the spectrum” and can’t be held accountable I look forward to the day when it applies to adults

Having that experience now, get emails from school about multiple failing classes and absences but they'll call me to come pick her up from school the second she asks them.

There really isn't. I hear stories from people who work in the school system.. Public school system. And its not just the kids that get away with anything.. The teachers.
And these kids are dumb. Someone was telling me about a senior "prank" that was recently done at a high school. They have cameras all over the place. This HS has a former principal from St. Aug in New Orleans and from what I understand he has been focused more on discipline than any principal they have had in recent times.
These kids puts mask over their face.. He evidently identified every kid on camera, called them in and asked them how dumb do they think he is. They can hide their face as much as they want, but when they all have different hair styles, wear the same jackets they wear to school every day, etc, etc
And they don't really "prank" they are destructive. As in, breaking into the school and going into the cafeteria and taking all of the food they could access and dump it all over.. Ketchup, mayo, etc all over the place. Broke tables, chairs, etc but they don't get reported. I know if I was a principal and kids broke into the school and break shite, they crossed a line I am making an example of those sons of bitches.
Its one thing to glue the locks, let crickets out in the hall ways, drop those "fot rocks" through out the halls.. Things you can see people react to and laugh at.

Were there ever consequences?
Yeah, if you played sports, you ran some stadiums. Maybe you got after school detention and got a head start on your homework.
But permanent records aren't a real thing and never were.
There were only the illusion of consequences.

No Child Left Behind caused a lot of this. Instead of teaching to the middle and allowing the top to flourish, we have started teaching to the bottom. This group usually has no interest in education.
Also state laws do not let kids be out of the building or classroom for punishment unless it is extreme. So repeat minor offenses do nothing. Major issues like fights take up all the spots at alternative schools and those kids come back after 45 or 90 days.
Until school is more worried about education than being a teenage daycare, nothing will change. The issue it is isn't anytime soon.
