If this is all a simulation, but we don't know that it is, does it even matter?

It's not a leap, it is just the way the math works out. The only leap is the assumption that a conscious simulation is possible. This is the real "if". But if it is possible, then the odds that we are in the very first layer, the "real" world, are slim to none.
And when we look at things very closely, at the very tiniest levels, things appear to be computable. Everything is made up of relatively few fundamental particles, which behave in very particular ways. There are very few laws in this universe, which in a program might be called "constants". Gravitational pull, the speed of light... they are arbitrary but constant. And things get wonky when they move too fast, shite doesn't make sense. As if these constants are what they are because of limitations of the hardware we are being simulated in.

Yes, I should have included that. We're obviously not sure yet, but like Korkstand said, it appears as if everything is computable - therefore, consciousness is as well.

It is, and we're witnessing/about to witness the development of truly impressive AI first hand, which is very cool.
If you haven't yet, look up GPT-3. It's capable of producing the most human-like language yet. Obviously it's not "intelligent" yet, but it's cool nonetheless.

"Intelligent design" refers specifically to the origin of species, which has been proven false beyond all doubt. In this simulation, species arise via evolution. No ifs, ands, or buts about it.
But yes, there will always be the possibility that the universe itself has been intelligently designed, and we have no way to disprove that idea.
