If true, this is considered malfeasance in office and not only kills their current job but likely can have them brought up on charges.
State of LA only allows moonlighting if it is approved in writing and doesn’t conflict with current job duties.
If they are working actual second jobs while on the government dime, that’s potentially jail time and/or clawback of salaries.

this is probably true for some, not all. If this is the truth, then we need to look higher up and evaluate the agency/bureau altogether. If productivity is so low to begin with that it can go unnoticed that an employee isn't working, what is the point of the job, why would we even want them back in an office setting?

Not much new about the multiple-job fed workers except the much greater ease of it given work-from-home. Fifty years ago, I knew a researcher who was fulltime US Geological Survey and halftime at a Cal State university. That would have been OK except that USGS and Cal State both paid him for the same hours. He lost both jobs and had a judgement against him to repay substantial amounts. The university had so many parttime employees that they would have never noticed. It was a USGS supervisor who became suspicious due to excessive "field time" year after year.

If this is true, then their pay should be considered a government “payday” loan and they should pay interest back to the American people they defrauded.

The question will be if they were conducting both jobs while on the government’s clock. That is likely happening and means they were cheating the system.
If not, then going back to the office full time should not be a problem. If it is, that means that their secondary employment was not being done on their own time or the removed commute allowed some flexibility.
Either way, get in the office and do your job. Otherwise quit and use your second job as your primary income.

But they’re not “working” two jobs, they’re simply getting PAID for two jobs. Doing the second job when you’re supposed to be doing the first.

Bud this dual job approach is not a new thing. 30 years ago I had two employees that were doing a side gig consulting. What employees do after hours should generally be their thing to manage. But these two were getting environmental lab costs for their side gigs and having it charged to there main company . Thats theft

There are really good public employees and really bad public employees. Same as in private employment.
Problem is that the current people in charge have no real plans to innovate or make things better. So instead, they’ve gone all in on tired old McCarthyism. Whatever narrative works to vilify people will work for them. Group doesn’t work hard enough. Group works too hard. It doesn’t matter as long as it creates someone to blame for people’s problems.

As long as it's completely outside of their federal schedule, which is extremely rare. These people were punching in 8 hours a day into ATAAPS while working another job on those hours. That's illegal and if found these people will have to forfeit that federal pay.

The hate towards public employees will never make sense to me. There are plenty of federal employees that love and support this country in and out of uniform.
