I don’t think you’re wrong, I just don’t think the argument stands up In my opinion.
Sure, the legions lasted a long time, they changed greatly in quality and effectiveness. By the 3rd and 4th century, they weren’t nearly as effective. Which is why Rome started turning to mercenary barbarian forces to dona lot of the actual fighting.
What was the purpose of a Roman legion in your opinion. Because if it was to protect Rome, they failed many times over. The legions became so corrupted they became loyal only to their commanders. The legions took place in military juntas that killed millions of Romans, invaded the city of Rome multiple times, and revolted many many times to try and put their commanders on the throne, causing widespread bloodshed that weakened the empire for its eventual dissolution.
That doesn’t speak to me of strong institutional control.

The East India Company became joint stock with the British government in 1657 and they bailed out the East India Trading company many times when the company would have gone under. When the company was finally dissolved, they took control of all EIC lands in India

I got to go to visit Constitution a few weeks ago. She’s recently out of dry dock for the most extensive restoration since the 70s. She’s absolutely beautiful. The Navy crew gives speaking tours while onboard. One guy gave a presentation on the types of cannon shot they used. On the berth deck a Marine spoke about the role of Marines onboard sailing ships.
But once you get over the nostalgia of the thing, you begin to realize she is at her heart a ship of war. The spar deck and gun deck are open and roomy. Reading in the museum she was designed to have modular armaments and every captain that took her out had their own preferences to the number and type of guns she carried. There are no flashy ornate stuff outside of the gold inlay at her two berths. Below deck she’s braced everywhere and you get a sense of the reinforcement in her construction.
If you’ve never been it’s worth the trip. The museum is fantastic and the Navy personnel are very welcoming and informative.

The German surface fleet was largely a non-factor after 1941 and the U-boat fleet wasn't much of a factor after 1943. The allied fleets destroyed the Nazis.

That's true of the Royal Navy as well. Bottom line is, the Royal Navy at it's best won battles.
The Roman Legions at their best won wars.
