It’s not foolproof, but to state that all things equal likelihood does change after so long of a number not hitting isn’t correct.

The only way your "probability" model would work is if they took the number out that just hit.
For example, first spin hits 34. From now on the dealer cant hit 34. Second spin hits 15, from now on the dealer cant hit 34 or 15. Third spin hit 32. From now on the deal cant hit 34, 15, or 32. Etc Etc. Until all the numbers are hit, then start over.
As you seem to know, that is not the case. So, your probability model is, in fact, wrong.

Let's say you bet one number. You get 38:1 odds with a 0 and 00 but paid out only 36:1. Every single spin, you are at a 5.2% disadvantage.
Let's say you bet black/red. You have 18:38 odds, or more simply put a 47.3 percent chance of getting your money back, a 2.7% disadvantage. Every spin. (Math may be slightly off so correct me if I'm wrong)
No matter how you cut it, you will always be behind the eight ball. Casinos are large, elaborate, money making machines because every single game in the casino has a house advantage. If it were this easy, then there wouldn't be any casinos anymore.
