Exactly. That’s super weird to me. We have a 14 year old in the house (now 15 last month) and it’s laughable to think of her waltzing out of the house at midnight period, let alone not telling us anything. OP says he heard the door so he called his kid. Had he not heard the door would the kid simply have gone out at 12:30 without telling anyone? That doesn’t make any sense.

Then, like you said, he just wakes up and walks the dog with his kid gone (or missing for all he knows). The problem is this seems like a normal occurrence for the OP. And if it’s to the point where the 14 year old has free reign to do whatever the frick he wants, that genie is too far out of the bottle to be put back in. So OP is in a world of pain the next few years.

Let me filter out some of the extraneous info and show you what I am focused on in your "dilemma":

-14yr old son
-going out "riding with a friend" AT 12:30AM

What in the living frick?

At 16 that should be the absolute latest for his curfew, not just some time he can randomly go "riding with a friend" at 14.

When I woke up and he was gone my first thought was to call the police but I have a tracker on his phone which showed he was headed towards the house.

The dog was standing by the door waiting for his morning walk so I took him and I could also see who dropped my kid off.

This is his first time to pull any crap like this, when he left I figured he was going to eat with a friend and right back.

He's getting dealt with - he's 15 1/2 not 14 (I was so mad I forgot how old he was) Freaking Teenager

I feel like I am a pretty lenient parent as far as letting my kid get life experiences but I am not letting my 14 year old leave the house at 12:30am to go riding. Also, my 14 year old wouldn't even ask to leave at 12:30 am... One reason is he is so paranoid he has to plan shite out for days and make sure someone is going to be able to transport him or he has an anxiety fit.

He's walking all over you and it's clear as day. No sensible adult let's a kid walk out of their house and stay out all night. Also who goes to bed when their child walks out in the middle of the night and makes no attempt to call, check to see if they made it back in... I was pretty wild at 15. I don't find kids these days are nearly as rebellious on average.
