From dealing with the LDR, if there wasn't a return filed for 2016, there would have been letters sent demanding payment on some fictional amount. I have especially seen this regarding sales tax, where the state sends a bill for $1000 and interest/penalties whenever they don't have something on file.
The fact that Broome's campaign was able to "discover" that there were issues regarding the returns should be looked at under a microscope, considering the person with access to the records is married to someone working on Broome's campaign.
