I am not justifying it at all, but I think part of it has to do when each sex reaches their sexual peak. Men, we start it as young teenagers and into our 20s. Women hit theirs around the age of 30. Female high school teachers are reaching their peak sex drives the first decade out of college.
Grown men her age are largely starting to turn into fat slobs.
She has access, in the high school setting, to males in their peak testosterone levels and are largely in shape, a lot of these cases happen with high school athletes. (It should not be this way, guys her age should be getting into BETTER shape and should be mogging teenage boys, instead of looking like the Michelin man, but this is a whole nother can of worms)
At this point her operating system coding takes over. She knows it is not right, but the programming is what the programming is.

I joke and troll on here, but yes, I would be mad. Grown adults purposely seeking out children for sex should be something that we shame in society.

I noticed you didn't use the word hot when referring to the 23 year old man. What if it was a guy who is considered physically attractive. The type of guy whom 15 year olds would have pictures of on their walls. If this guy had sex with your 15 year old daughter, would you be ok with it? Do you think he should get less prison time?

No, I care about children, which you don't seem to care about. What's the youngest a boy or girl can be before you think it's not okay? You should get put on some watch list.
