It's not just EBR, it's at least the entire state of Louisiana. My mother did child relocation for the state for 20-something years (although she's been retired for a long time now) and she has said numerous times that judges in Louisiana have always defaulted to the mother.

A father winning custody in this state is still uncommon enough that by default it makes me wonder if it's that the mother is absolutely horrible or the father has connections (or both).

I doubt there’s much left out. I have a similar story to tell about a similar situation. It’s not uncommon for police/sheriffs to do exactly what he said they did.

In my own case, I had to call the EBR sheriff to have them make a psycho ex-girlfriend leave my house in 2005. She broke one of my windows trying to get into my house.
Went like this:

She was mad that I had a new gf.
Shows up out of the blue at my house. Bangs on my door. I don’t answer. I yell at her to leave. She refuses. Walks around the house to my bedroom window. Breaks the window. Of course, I’m on the phone with EBR sheriff as this happens. Her lightbulb comes on and she decides it’s best for her to leave with my house window busted out.
Sheriff finally strolls up no less than 20 minutes later on. Walks up, takes my report. Says he’s gonna go to her apartment to get her story.
The f’r goes to her house and tries to get her number to go back later and tag it. Comes back to my house to tell me “she told me that she agreed to pay for it. So im’a let yall sort it out.” He didn’t document anything that he spoke with her about. Just drove back to my house to tell me that. Then left and that was that. She never paid for shite. I had to repair my own window.

Imagine if you got mad and went to break one of your ex girlfriend’s windows in the middle of a Tuesday evening. How would that end?

They likely have him a bogus charge they know he'll either beat or be able to get dropped.

100% a bogus charge that will be dropped. Textbook domestic dispute move. Get the man away for a night to cool down. Unfortunately, this didn’t apply to his situation but the man 99 out of 100 times will be the one the police charge.

They might not be taught, but the man is going to jail. There are some attorneys that advise their clients to file "I'm scared" allegations in family court so they get a leg up during custody hearings because they know how it's going to shake out if the cops get involved.

It was in Virginia in the 80s, but using stoves as punishment is much more frequent than I thought.

There is an entire FAQ (PDF warning) dedicated to burns and child abuse published by the fedds.
