If she didn't receive a paper ticket nor sign anything, there's no ticket to worry about. He has to give her something that has the offense, his name and the court date on it.

What did he do, just get back in his vehicle and drive off?

Her saying she got a ticket then saying he never gave her a ticket are opposing things.

I was pulled over many years ago for speeding, which I was in fact doing. The officer told me why I was I getting the ticket and so on, and then ended it with a "...and you should consider yourself lucky I decided not to give you a seatbelt ticket too." Except I was wearing my seatbelt. I only took it off after pulling over and shutting off the car to get my registration out of the glove compartment.
