Someone suspected of a crime. Or of destroying evidence. But not arrested for or actually caught with evidence is chocked out until his eyes fill with blood. Kid is an honors student and underage.

The statement wasn't about percentages. It was just to show that one number equals another. It is in no way saying that you have a better chance of being shot by a cop than dying in war.
It's just that 5,000 died here, 5,000 over there.
In comparison in that same time frame 10,000 died by fresh water snails.
