Like the Autobahn in Germany, we have a road in Texas with no speed limit called the Schlitterbahn.

Back in the academy ('78), we were told to cite posted limit +11 on a freeway, posted limit +6 on surface streets. School zones and downtown business districts got 0 tolerance over the posted limit.

I think they usually are fine with 5 or so in most 35+ zones. You're going 42 in a 35 they can get you, but 39 you are probably ok.
Usually I'll set my cruise between 4-6 over on the highway if i'm on an easy drive (like Houston to Dallas)

I generally stick to the 10% rule. On the interstate I'll speed with the fastest car. Usually let them get out a good distance in front and set a cruise. Ill adjust speed that will keep them in my line of site.

In East Tn truckers are running 80 mph and sometimes faster.
There is sometimes a line of traffic all doing 80 or better. Often times I'm on 80-85 mph and someone will pass going 90 and sometimes 100 mph.
I was stopped once a few years back on a road just off the Interstate. Speed limit was 45 mph, about to jump up to 55 mph. I was clocked at 64. The officer and I had a cordial conversation. He told me if I had been going a few mph slower, he wouldn't have given me a ticket.
The interesting thing, I don't remember seeing an officer writing a ticket on the interstate in several years. Occasionally I see them parked checking speeds so they must have some limit.

Location of speeding matters but most will give 5-10% over.

I set my cruise at 63 in a 55, drove past many cops set up with radar and never got pulled over. A state boy told my daughter to keep it under 70.

I drive at night from Kenner to Gonzales. I have two stoplights from Aberdeen drive to highway 44 exit in Gonzales.
If I drive 76-80 mph on the interstate portion, I make it to Hwy 44 in roughly 40 minutes.
If I drive a more conservative 65 mph, I make the Gonzales exit in about 46 minutes.
6 minutes of my time doesn’t equate to a $120 ticket for speeding.

Your calculations and conclusion are flawed. You assume you’d get a ticket every time you save 6 minutes. What if you only got a ticket once a year?
Using your numbers, let’s assume you make the round trip 5 days a week 50 weeks out of the year - so 250 round trips. You save 6 minutes each way, so 12 minutes round trip. In a year, you’re saving 3,000 minutes or 50 hours.
