It can but as previously mentioned, LA politicians have a notorious reputation for putting themselves first and LA citizens last.

Which is why I am skeptical about this.

UL has bene launching satellites into space for years as student projects.

I would imagine all Louisiana universities will start something that will attempt to feed talent to SpaceX.
