Just based on my redneck calculations we should be able to faintly see it coming down until it gets to around 30,000ft. Depends on the angle of approach, what obstructions are around, etc.

Is this the spacecraft that the toilet doesn’t work…. forcing the astronauts to use diapers?

no other spacecrafts have toilets and astronauts are forced to wear diapers...spacex found an issue with their toilet and redesigned it. this is an older vehicle and hasn't had the redesign yet as its been in space. so yes they have diapers.
