The last meeting I went to after turning in my resignation, the assistant director made a joke at my expense. I responded with an insinuation that I was fricking his wife and his newborn daughter wasn't his.

You are about to find out what kind of management is there. If they punish everyone it's time to find someplace else to work, because weak management will limit your ability to grow professionaly.

In my experience those are clearly some of the worst employees. They require coddling and excessive attention/management due to their heightened levels of self-absorption and-in some cases-delusions of grandeur.
They're horrible in any situation where teamwork and collaboration is involved due to an insular, isolating attitude that alienates the group from them and serves to reinforce their own sense of being an outsider.

Say goodbye to business casual.
I've seen this before with "Casual Fridays". People show up dressed as if they're doing their 3am shopping at Wal*Mart.
Easier for bosses to cancel the casual dress than to go through the mechanics of firing someone.

I agree that it's easier to install blanket policies rather than provide documented progressive discipline. But it's also far, far easier to maintain great output and consistently high morale when bosses and/or management/ownership root out issues individually rather than just screw everyone over on some of the "little things," that play a part in employee engagement.
Low morale makes the company a sh!tty place to work and folks generally lower motivation and job satisfaction when stuff like that happens. As opposed to empowering a manager or owner to deal with issues from goofballs who think their personal sense of non-conformity should not be sacrificed at any cost.
It requires supervisors to supervise in essence. Part of their job is to ensure adherence to policy. If its that much trouble then there are-in my opinion-lax maangement, poor ownership, or perhaps both. Which means that joint ain't no real peach of a place to work anyway.

I guess I've never worked a big corporate office, but is it really that big of a deal for someone's boss to tell them they need to follow the dress code and fire them if they don't listen?

I know what you're saying, but considering OPs office and that it has people who wear t-shirts for a business casual dress code, what is the business going to do, go to professional?
It's extremely rare that I see offices with business professional anymore, and my profession is one of the worst hold outs.
