If you're mad about this, it's your fault for giving a shite. I've been thinking about how outraged everybody is over everything, and it's clear to me that the reason for all of this is the 24 hour news cycle and emergence of blogs and viral news and Facebook and whatever else. If looting is considered survival, it's by some .00001% of whatever fringe wackshit is floating it. But I think it's more your fault for getting outraged. You gave them the attention they craved. You engaged them. You legitimized them.

I'll play devil's advocate here.
Obviously it depends on context but you shouldn't shoot anyone unless someone's life is in significant danger.
If someone is breaking into your home to steal your shite, even if it's just food then that sounds pretty dangerous to me and I think it would be reasonable to shoot that person.
If someone is breaking into an abandoned store and getting supplies then that's fine in certain situations like these.
If someone is breaking into an abandoned store and stealing TVs.. obviously that is really shitty but I still can't help but go back to the original premise. You shoot to neutralize threats to yourself and others. If the thief isn't threatening anyone's life then you let him go and hope the store has insurance.
If you're a responder in a flooded area then you likely have more important things to do than protect property. It's a shitty situation but it's also rational.
