FYI it's against the law in most municipalities to not clean up after your dog, it's a sanitation thing.

Don't be nice, he's being a lazy bastard. Go talk to him as a neighbor and be friendly, and then tell him like a damn man that his dog is not to shite in your yard anymore. If you have camera proof you can likely get the city involved and they will give him a warning.

I had a neighbor that eventually started lining the turds up across our front walkway because my lazy stoner roommate kept letting his dog go over and shite in his yard after numerous complaints. My roommate was an apathetic dumbass so it did little to change his behavior but it was kind of funny to the others living in the house because we knew how frustrated the neighbor was and how unlikely it was that he could ever get through to this guy.

Your neighbor is probably more responsible and respectful.
