I don't think it's fair to say something is wrong with him for not wanting to help her move. Moving is the worst.
Now, there is something wrong with him for not directly answering her yes or no when she messaged him earlier this week.
ETA: I take that back, he originally told her he'd do it, but she wanted done outside of his time frame. Now he doesn't even want to do it in his time frame. Kind of petty.

Also, OP, moving is the worst thing in the world. You, like everyone else that reaches a certain age and a certain income level will vow to never do it again.
I'd sooner pay for movers for a friend than actually help them move.
If you want to be a nice guy, confirm with her that you have a truck and she can borrow it (ETA: which could be a terrible idea, cuz #womendrivers #amirite)

He said he’s helped her before. She asks him everytime she needs help because she doesn’t want to spend money, and because he’s too much of a wuss to be direct.
If someone you don’t really know (or care to know much) repeatedly asks you to do things that require a solid amount of effort and time for free, they’re definitely using you.

Bingo. She doesn't have the money to hire movers.
Up to you what you want to do at this point. No one likes moving, but if there's one reason to do it, it's future karma because you never know when you're going to need something from her in the future.
Maybe that day will never come, but it doesn't hurt to sometimes help others in a bind without expecting anything immediate in return.
Also depends on how much shite she has to move and if anyone else is helping. If it's just a few small things then no problem; if it's a whole household of stuff then I'd tell her no.
