I had them take my license plate once because I had a faxed copy of my insurance card instead of the original.
Legally speaking (or so I am told), citizenship is presumed. You do not have to prove that you are a citizen. So they could not arrest him for lacking proof that he is here legally. But that ain't Obama; that has always been true (again, or at least so I am told by immigration lawyers).
I give all this "thank Obama" crap the same weight I give to those who blame everything on fracking. It is about the same level of analysis.

I live in Texas so I can completely understand your frustration. Uninsured illegals are a huge problem all over the roads and are especially bad when it comes to drinking and driving.

OP was justified in being angry. In the heat of a vehicle accident, its a normal human response.
at all the people on their high horses saying they would have responded to this situation with complete calm and understanding, even knowing they would probably end up paying thousands when all is said and done to fix their trucks. You guys are either trolling or incredibly stupid.

We were just noting the fact that his first reaction was "I'm beating the shite out of this guy". I don't imagine anyone not being angry in that situation, but I'm not going to go beat the guy's arse like a 3rd grade kid on a playground.
eta: at least the OP did restrain himself and decided not to beat the guy. Sucky situation he's in for sure.
