The root of the problem is they do think this is acceptable civilized behaviour, even if they dont they'll justify it by "muh slavery" - like its a never ending license to do anything you want.
Obiviously there are many that will disagree with her, the ultimate issue is her view is in the majority of her people.

It’s telling that she is asking what sort of “services” are available to these “youths”.
I don’t recall having, or really even needing, any sort of “services” when I was a teenager to keep me and my peers from forming a mob to roam around town and pull people off their porches and try to beat and stomp them to death.

Black woman says she's personally offended by the word "uncivilized" being directed at blacks.

There's no racial exemption for the word. If the lack of civil behavior is present it seems like more of a euphemism than a slur.

We need more programs. You guys think I’m kidding. Community intervention is the key to help stem disparate outcomes among those in lower income brackets.

Oh, I know. But even putting that aside, as teens we’d do stupid shite for sure. But the idea of doing violent shite like this just randomly? That’s not what civilized people,,even teenagers, do. That sort of behavior simply isn’t human.
Let’s call it what it is, sub-human animalistic behavior. And a civilized society cannot tolerate mobs of “youth” roaming its streets and randomly trying to kill people. These types must be separated from society permanently. I’m sorry if that sounds harsh. But, there aren’t any “services” that will change these animals into civilized and productive members of society. The only solution is for them to be removed from society. Period.

The amount of money spent on social programs in the last 70 years is in the tens of trillions. And the problem has only gotten worse. How many more trillions do we have to spend before we realize no amount money will solve the problem?

Shoplifting work programs. You steal; you have to stock the shelves of the stores you stole from.

Not only that but at one point she says something like “the actions in the videos of the juveniles, which we need to address..”
Yeah but how are you addressing that? Because it seems like you are addressing it by making excuses and enabling it and asking for government and school services to be provided.
I guess it’s too much of an ask for you to get your own people in order. If you don’t want “the media” to break incidents down like this into “black and white” then maybe focus some real actions into your own community and get to the roots of the problems instead of victim blaming and spouting worthless platitudes. Then maybe we would see fewer incidents of “blacks on white” crime like this.
Or a better way to put it is maybe you should apply the same stance that I’m sure you have on “police on black violence” and apply it to these types of situations too.
But we all know that won’t happen.
