Require rigorous drivers ed for initial license and testing that actually requires you to know rules of road.

Brainwash every driver that you must maintain a 3 car distance at all times on interstates, as well as highways (excepting traffic lights).

Increase speed limits, make eating and drinking while driving illegal. You get to some place faster, won't need to be shoving food down your face while your driving.
And like the poster above said. Actually make it difficult to get a license and easier to lose it forever like in Germany.

No. The real way is to not slow down for mergers on the interstate. Make them get up to the speed of traffic or run them off the road
