I'm advocating cutting welfare AND restricting what they can buy and you're acting like I'm Bernie frickin' Sanders for not wanting to give 4 year olds a diet of beans and rice because their parents are on welfare.
I don’t want any over-processed foods or processed sugars to even be allowed. But I think local stuff like seafood, meat, etc. should be fine as well as eggs, milk, wheat pasta, beans, fruit, vegetables, etc.

It's easy to eat some of these luxury items for pretty cheap if you know how to shop and have a deep freeze. We buy our meat from the butcher and get a box for around $140 that feeds all four of us for the month. That includes steak at least once a week, bacon, sausage, hamburger, pork and chicken. Seafood is a little more. I know a lot of these folks aren't shopping like that but they could eat much better if they did.

No, I'm not. It is an unquantifiable opinion and I say a lack of shame is a part of the problem AND the use of same could help alleviate it. Human nature has not substantially changed in the history of man and the desire to do better is in all of us. UNLESS, we, as a people/government make it too attractive to not produce for ones self. AND that is JUST what we have done. The exact same things happen with rich folks and spoiling their children. Desire to do better is quashed and they get lazy.
Why do you think folks come across our borders? For opportunity I would say. If you were take those things away would they continue to come here? I think not.
I know you think it is complex but it really is not that hard to fix.

I think they should do food stamps the way they do WIC. Give them a voucher that dictates exactly what they can purchase. It should consist of a protein, grains and veggies. I don't want to hear all the b.s. about they have a right to choose for themselves. You have a right to choose for yourself when you are paying for it yourself.
