Should a tie bar and pocket square be worn at the same time?

I think they look better together is the pocket square is in a presidential fold for work. I think things like a Cagney or Dunaway look better for more casual settings whether or not you wear a tie bar.
In the end both can be a serious sartorial statement but you have to ask yourself if YOU can carry it off.

Pretty much what others said. However, tie bar and pocket square can come across a bit contrived, if you do not know what you are doing - sometimes less is more.

My square for this event is somewhat bold and will be puffed so I think I might forgo the bar but pair it when I am using a plain white folded square.

To be frank, I have never seen someone wear a tie clip and thought to myself, "the tie clip actually improves this outfit."
As for the pocket square, wear it, but don't puff it out if your pocket. Just wear it normally, you don't need everyone to notice it.

Excellent choice, if you are going for a bold look with the pocket square the tie bar will look out of place, it is a tight and tidy look, keep in mind it is a throwback to the Mad Men era.
I am not saying one couldn't wear a bold pocket square even puffed out with a tie bar BUT unless you are known for being a sartorial rebel (and carry it well) you will simply like like a ponce with both. Of course, if you were a sartorial rebel you wouldn't be asking this question.
