The news I've read says it's being treated as a terrorist attack, but I haven't actually seen anything suggesting this guy was a radical muslim. Can someone point me to that? CNN is saying no jihadi groups have claimed responsibility, though radical islam forums are praising it.

All news outlets are saying that he did proclaim support to ISIS at some point. He was probably self actualized. Meaning he probably did not have any direct contact with ISIS.

Back in Dec, the GOP blocked a bill that would make it harder for terrorists to obtain weapons; this guy was on a "watch" list. Thomas Jefferson would be proud.

It was reported that he was upset at seeing two men kissing while in Miami. It might have been the trigger.

If a person has terrorist ideologies but is not in a terrorist group are they still a terrorist?
I say yes. If he idealised terrorism then to me he is a terrorist. All mass shootings are acts of terrorism. The goal is to kill while instilling fear in others from the attack itself.
Each mass shooting has installed such fear.
Just because isis or aq didn't sign off on it doesn't mean it wasn't following their vision.
