It's both a terrorist attack and a mass shooting. ISIS or not, it's yet another Muslim who feels upset that his religion has been marginalized by an image or something superficial and feels that grants him the right to murder others.
I would round up all the hard line Imans right now and throw them on a boat and toss them out the country right now.
