He's only "kind of right" if Abdullah had a fully automatic & belt-fed weapon.
Cyclic rate is more of theoretical number than a rate of fire in practical application. You can't load as fast as as a semi-automatic weapon can fire. And, in the highly unlikely event you're firing a belt-fed fully automatic weapon, if you are continuously firing at the full cyclic rate, you'll be burning out your barrel in very short order.
Since the cycle time of the weapon is faster than the speed at which you can pull the trigger, the answer is that it can fire as fast as you can pull the trigger. Technically, the AR-15 fires 800 rounds a minute (source: Wikipedia), which is 13.3 rounds per second.

Who gives a shite? What, is he going to go to trial? Is labelling it a hate crime going to bring these people back to life? It's a terrorist attack and a hate crime. Any mass murder I think can safely be assumed its a hate crime.

I worked for 8 years in the ED that's a couple of blocks away. Lots of craziness hearing from old friends who still work there.
