Likely gang bangers. A witness heard a woman tell a shooter, "don’t do it, not here; this is stupid." There would be far more than one fatality if their intention was to kill innocents. This was idiots shooting at each other, missing, and hitting people in the crowd.

I met her at a radio convention two years ago (very brieflty, we spoke for at most two minutes, probably less) she was very nice and down to earth. My prayers go out to her loved one's. God bless them all.
