Senior mgmt large company, would you report your direct mgr for incompetence

International large plant commissioning period, senior operations guy is meddling in local issues and refuses to work weekends. Senior engr/const guy comes to me and sez I need to talk to vp about senior engr guy non participation.
I took a pass, part ethically, and large part the start up/ normal operations period was to be over in the next 8 weeks. Essentially I picked up the slack .

If you can get VP to lunch or golf or something, you can give him hints and kind of lead him to it without just going in the office to report someone. In my opinion, the latter may not go the way you think it will.

I'm always cautious about going over people's head on things.
What I always try to do is make sure that if i feel somebody isn't pulling their weight is to make sure i have (at a minimum) 2 emails documenting my concerns to the individual, with the appropriate people above their head CC'd.
I respect peoples desire to be left alone on a weekend and not reply to emails, but I also expect my team to jump in on emergencies at a minimum. Those pop up 2-3 times a year at most.
