These laws were originally put in place so that predominantly white schools wouldn't take away all of the funding. It was never meant to punish these schools. Its true intent was to make sure schools that were populated with minorities got proper funding as well.

The frick are you talking about? I think it sucks and that it's a misapplication of a law that is being used to cut funds (that were technically extra funds meant to improve schools w/high minority populations that were likely pure shite when the law was passed) w/o the district taking the fault.

"White" schools typically get more money because of a higher tax base, not because money was funneled to schools based on white supremacy (well partially, but...). Obviously this type of legislation should be tied more to student family income than student race.

Anyone who lives in LAUSD and cares about their kids will do whatever they can to get them to a private school, a charter, or another district. They've lost hundreds of thousands of students in the last 20 years. Less immigration plays a big part in that as well.
But it's weird that their official policy is to promote racial balance. If a school is predominantly Hispanic (as nearly all of them are) it's harder to get an intradistrict transfer if the student is non-Hispanic because black, Asian, and white students leaving dilutes the diversity.

Yeah. Then the white schools will have lots more than the other schools, because they tend to have much more active parents and get more donations. White parents tend to participate in the education of their children while too many of us see it as the job of the government to educate our kids. Jmo.
