Portovaya is located close to a compressor station at the start of the Nord Stream 1 pipeline which carries gas under the sea to Germany.

It’s not exactly easy to just “capture” 150 million cubic feet of gas per day. You need somewhere to put it.
ETA: If you’re talking about flares at plants/refineries (as opposed to the OP) the flare is a safety system and long term flaring comes with big penalties. If they had a cost-effective way to re-route that stream to storage or back to the process they wouldn’t be flaring in the first place.

At a plant its off gas from process, not methane that comes to your house. You dont wanna burn it
