River at 19 storm surge could be 5. why didn't they open Morganza?

i heard someone in Minnesota let their lawn sprinkler run over night by accident..... now New Orleans will be destroyed....

and morganza has minimal effect on New Orleans, only helps BR area...

Still, its a valid question as to why USACE isnt opening up more bays at Bonnet Carre to keep the Carrolton gauge at 17', as they are federally mandated to do.

Eta: Bonnet Carre bays, not Morganza

B/C it's not in the USACE manual to operate it that way.
