Why is there a guy walking in the middle of the street with a rifle, and why are people attacking him?

Details still a touch sketch but it looks like shooter was part of a group there to protect things from getting burnt up. Was a heated argument at a gas station like an hour before shooting between rioters and armed guys. But nothing sporty came from it at that time. Fast forward an hour or so it looks like shooter confronted rioters about them busting up/burning cars in a lot.
Video kicks in with head shot chasing shooter in the lot. Annnd yep gets domed for his troubles. Shooter then quickly realizes that’s not the place to be and hightails it out of there down the street. A group of people then proceed to chase him and shooter guy trips. Mob attempts to Reginald Denny him and get smoked for their troubles. Skateboard guy got gut/chest wound and other guy pretty much got his arm blown off. Shooter gets up and proceeds to get out of dodge.
Of course this is all subject to new details as they come in.

Any guesses on what type of munition he was using? That arm wound was no joke.

At that range and velocity, lots of ball, hollow point, and ballistic tip will fragment like a grenade. No telling what it was. Point blank even m193 will wreck shop like that. The guts of the guy with the gut/chest wound would have to had looked like ground beef.

At that range even FMJ will do that. The velocity of a 5.56 is crazy.

What's the outcome of the shooter right now? Has he been arrested? Should like justifiable action, too bad he didn't hit more in the head.
