Can something happen without it being anyone's fault. I find it hard to believe the steak blew off your plate into the bushes. That means it would have gone up in the air, gone across the table over the patio area between the table and the bushes.. Unless you were eating paper mache steak.

I was sitting on an outdoor patio once when a bird landed right on my plate right after the waiter brought it out. They brought me another plate no charge, though I'm sure they probably just rearranged and reheated the original.
