Schools need to let some arse whippings happen without the BS suspension or detention. Deal with each case individually and do not have a blanket punishment for everyone. If you see a kid defended himself against being bullied by fighting, his punishment shouldn't be as harsh as a bully beating up a kid he's bullying.

I was suspended and expelled several times for beating up bullies. Reasoning....the bully's parents would complain that I was bullying them. At every school, the administrators knew who the bullies were. Unless there is a fight, they very rarely do anything.
Tell the kid to grow a pair and start picking on the bully. If he doesn't mind getting in trouble, throw hands with him. If he does get in a fight, make sure he loses. The losers always get sympathy

What are they bullying the kid over? A lot of times these kids getting bullied are instigators

I was bullied in grade school. My parents put me in judo. A few months later my mom was called because I was threatening to beat up the bully.
The bullied kid has to learn how to defend themselves. The bully’s parents need to know what’s happening so they can fix it.

I’ve always taught my kids if they get get bullied to punch the fckr square in the mouth right off the bat. I’ll deal with the consequences from the school. On the flip side I’ve always said if I find out you are doing the bullying then there will be hell to pay.

Sounds like a 2nd arse whipping is whats needed. And the kid currently being bullied needs to talk some shite to the bully who's arse he already beat once.

This right here.
One answer is to throw down and take care of it. As we have seen here in the OT, the stories are numerous of the bullied kid doing something about it, and getting "zero-toleranced" into a suspension or an expulsion while the bully gets off scot-free and continues.
It has happened in my family, where the bullies get off with no consequences in, supposedly "no-bully zones." It is beyond frustrating. It is scary if you have a child that may suffer from real, bio-chemical or medical depression and can not simply "sack-up" because his biochemistry will not allow it. Or, if he blows his stack, he will suffer from school discipline.
Worse yet, the child may internalize it and it gets added to the narrative already in their mind, and lead them to suicide. It is nothing to play about with any longer.

The answer is jiu jitsu. The arse whoopings handed out from a healthy knowledge of jiu jitsu will look like the kid kicking the arse is in the defensive position. It will get sympathy from the teachers who break up the fight.

Call out the bullys parents and demand it stop. Speak to the cops if you have to before it gets too far.

Honestly, if your kid isn't prepared to be suspended or expelled, he can't defend himself at all. He'll just have to tolerate being beat up, and go tattle when he has marks. Doesn't matter who backs up his story (teachers and students), whoever dishes out the best beating will always get in the most trouble.
Or you could call the school and say your kid has been depressed, scared to go to school, and suicidal because of the bullying. Start crying and include suicide, bully, and the school name as many times as possible into the conversation as you can
