Not just da Prez but he has a pen and phone to actually write legislation with (outside the scope of enumerated powers) and the Attorney general of the Nation is black, not to mention Armed Forces Generals and Admirals (people with access to all kinds of assault weapon inventories AND the command of personnel to use them).
