I was taught in drivers Ed (South Carolina) to turn on my flashers if my speed is below the interstate minimum (45mph)

Laws are different in South Carolina. In almost every other state the use of hazards while driving is now only dangerous, it's illegal.

If it's a driving rainstorm and I'm on the interstate and traffic is at a crawl or stop, I might do it. Why? Because I know some idiot behind me is likely in the phone, texting, or now fooling with some app instead of paying attention while going 80.

When I was driving back from Houston, back in April, while they were getting all that rain. I think I saw half the highway from Houston, to Lafayette. I thank the people that were driving with their hazards on.

I do it when the rain is super intense on the interstate. I want people to see me. It's also not illegal in GA

Hazards in rain is extremely minor issue compare with no lights in rain - both in degree of problem it causes and the number of people doing that compared to the no lights idiots.

If you are going faster than those people with their hazard lights flashing, and intend to continue doing so, then you'll need to either slow down sharply or change lanes anyway. You should be glad their lights are flashing because otherwise you might be fooled by the low visibility into thinking they are going the same speed as you until it was too late. Which, I believe, is the intended purpose of flashing lights in low visibility situations.
