Forget rain for a second. How about people who turn on their flashers when they are in a hurry to get somewhere. Forget that it's a personal emergency .... what are we supposed to do, pull over because you have your flashers on?

I drive even faster when it's raining because I'm hoping to outrun the storm, or to get through it faster if I'm driving directly into it.

I meant that I slow down beyond a safe level. I normally already drive slower in rain than the people around me.

It's basically something in the code that says you can use your hazards any time you feel it's necessary.
It's vague and ambiguous but a loop hole that allows for people to use their hazards in the rain and still not violate laws.

People don't turn their lights on at all when there is no visibility. It's not just the rain, but the mist flying up from cars.
That is dangerous as frick. At least with the hazards you can tell there is an actual car there.
