No, the teams have geographical rights to players. There's a system in place as to which players are allocated to which team based on where they played college, where they played NFL, where they are from, etc. They also had a qb draft where teams would protect 1 or 2 QBs in their region and then the rest were up for draft.

Yea so was that just to get the rosters established or will that be the long term roster structure

seems like they are focusing on some areas that arent needed such as 30 seconds, the 40 second is fine but if they are doing 30 seconds then it "has to be" from when the ball is spotted and ready for the next play.
the NFL starts the 40 second clock as soon as the last play ends but the refs often take 20 of those seconds just to put the ball down on the spot ready for the next play. if its a long pass down field those fat arse refs sometimes cant even get set to let the team run another play without the play clock being down at 5 seconds left already. see that all the time in almost every game with a long 40+ yard pass play.
the unfair officiating and subjective application of the rules is the main issues with todays game.
they also need to be declared a catch as long as there is clear possession of the ball and throw out all the going to the ground and gotta take 4-5 steps with the ball first BS
