There are trucks placed in areas waiting for the roads to be clear so they can go in and do their thing.

They are simply waiting to hear where they need to begin the restoration effort. Each area is still assessing the damages, not to mention they have to wait for the supply chain to get the supplies to them to even begin restoration. And the tree trimmers and such need to come in and get the trees and everything away from the lines and poles Most of these guys are sleeping in their trucks at night due to no power at hotels. Trust me. They do work 14 & 15 hour days trying to restore power.
You need to understand mother nature is undefeated and when she decides to make a mess, she really makes a mess.
