That exit is actively making things worse IMHO. It is causing problems with people merging onto the interstate from the on-ramp (Government) thanks to the lane shift to accommodate this.

Go right now and check I-10 from Los Angeles to Jacksonville. The most DARK red you'll see is between Baton Rouge and Lafayette.
