The system is fricked up beyond belief and any kid that gets trapped in that morass of corruption, ineptitude, graft, and outright malfeasance is pretty much doomed.

My wife controls the day care accounts and cases for children in foster care. She don't talk about it, but I hear on on the phone and its' heartbreaking. Most of these kids are permanently fricked up from their real parents.
The industry preys on these types.
