There's a really unique and dumb reason for that.
So, the tribes own all of the property on Indian reservations, and it is illegal for non-tribal members to own real-estate on a reservation. As a result, it is impossible to get financing to build permanent structures because if a bank loaned money for a mortgage, it wouldn't be able to legally seize the property as a result of non-payment. Thus, the only housing that tribal members can get financing for are mobile homes because in the event they default on their loans, the lender can haul the home away. Thus, to build a permanent structure on a reservation, the tribe must pay in cash, no financing, or the tribe itself must own the bank. The Navajo reservation is probably the only one with the population and economy to possibly support their own bank, so economies of scale work against these reservations as each one isn't large enough to support its own native-owned bank.
Since mobile homes deteriorate faster than most non-mobile homes, it creates a permanent housing problem on the reservations as the money they generate, unless there's a highly profitable casino, rarely makes enough to maintain enough quality housing for everyone on the reservation.

My grandfather ran the plywood plant when Urania had a LP mill. Use to fly from Conroe, Tx to Winnfield, La weekly to go to Urania.

People that didn't grow up white trash adjacent never get how bad it is outside city limits in WV, TN, LA, KY, OH, IN, AR, etc. I really enjoyed driving a consultant from San Fran/LA from the airport in Bentonville to the Walmart IT location we needed to go to. She exclaimed, "Is that a refrigerator box as a front door," when we drove by a particular shack.
Drive up 165 or 167 in Louisiana, then turn at the Piggly Wiggly in any random town, drive 20m. Same result, they're just not "in town." Have you drive through the shithole "towns" between Baton Rouge and Monroe along the Mississippi border? That's not fine livin.

The boom and bust of population was the pellet mill being brought online closing and then reopening, as well as a new lumber facility. It does have a lot of lower income families and has dealt with poverty for several years. The town as is the parish probably over 90% white. As far as the intersection in Tullos they installed a j turn intersection so people traveling down 84 have to make a right turn cross 2 lanes of traffic immediately make a left handed u turn crossing 2 more lanes of traffic immediately and making a right to continue on 84. The town asked for an overpass.

If it’s poorer than the delta town of Jonestown, MS… I would be blown away. I drove through there once taking a shortcut. I’ll not do it again.

Lake providence is one of the most beautiful lakes in the state. If the town wasn’t so bad, it would be an amazing weekend place.
