i didn't watch the video due to work filters. but i just assumed it was, otherwise, the media wouldn't give it play time.

The second officer is like

"let me cover the guy I just shot in the face 4 times.... he COULD get back up."

I do not think killing him was necessary. To me it looks like the officer disabled him, the suspect was writhing on the ground for a moment, and then the officer finished him off.

Split second decision in the heat of the moment. Can't blame him for shooting to kill.

He had shot him already and neutralized the suspect. He then paused, then shot him in the face multiple times.
