If you draw your weapon(assuming no one else is on the bus), I'm not sure why she felt the need to get that close to him, seems like creating distance would be the play. And if not, when he comes at you, you have your gun drawn for a reason, don't draw it if you don't plan to use it.
But again, we're dealing with humans, not robots. She may have never been in a situation like that and froze up. Not saying that's excusable for a cop(and she probably shouldn't be a cop if so), but it wouldn't really be all that surprising.

I don't see how running from the police and grabbing a fire extinguisher is a valid reason to be shot. The male was in the right to defend himself, I agree with that. But that female cop should face criminal charges for causing that situation to escalate the way it did.

they were obviously responding to a call and he was running from them....thats why he didnt want the bus driver to stop....
How do you know he was armed? How do you know they weren't chasing after him because he had just robbed a bank or something?
