I mean there's a federal and state tax on all fuel, usually applied at the state level when they "break bulk".

Paying per mile to cover highway upkeep is not the worst thing. Replacing gas taxes with per mile taxes means that all road users share the cost, including electric vehicle drivers that otherwise no longer contribute to the gas tax that is designed to help with road upkeep. On top of that, gas used for non-driving purposes (boats, lawn mowers, etc) would theoretically cost less. This might not be the worst thing ever.

What are the OT suggestions on paying for new and upkeep for our roads, bridges and highways?

Stop giving money to other countries. Stop bringing people into this country to simply vote and receive government benefits. Stop wasting tax dollars. Off the top of my head.

Then you could fund anything and everything that is necessary for government to fund without raising more taxes at all.

Something needs to change with the emergence of EVs. They’re skirting gas taxes right now and a straight mileage tax is basically the same thing as a mileage tax just has a fuel efficiency component. Baws with F250s are already paying more than their fair share because they get shitty mileage. Might as well just put everything on an even playing field. Fuel efficiency and road usage don’t really align where as mileage does.
