They use the Golden Hands to get rid of the snow enemy. Kind of like a Golden Dome (Israel) but for snow:

I spent parts of three winters living in Moscow. It's the only time I've ever had frozen snot hanging down from my nostrils.

I am planning on going to Moscow and St. Petersburg for vacation next year, but I sure as hell won't be doing it in the winter.
