I wonder how Philly treats it’s veterans?
Considering they’re giving all this to druggies I assume they have 0 homeless or unemployed veterans.

If I was going to do heroin, I'd want a comfortable setting to myself. Not going to bring all my stuff with me to a "safe site"
Seems like these will go unused for the most part. A waste of city $.
ETA: But I can see these sites being used for druggies and dealers to meet up. Or druggies to share contacts. Hell it may just encourage more drug use when all's said and done

It’s still illegal. Why wouldn’t cops just wait around the corner and arrest all these people?

Because cops in places like philly don’t give a shite about a drug possession arrest, especially some junkie using a free clinic for clean needles
