It is objectively a higher bar starting in the late 90s. This makes the disparity between legitimate claims and scams more obvious. A legitimate claim is what it is and can't be changed to better fit the requirements, though language describing the condition(s) can be massaged. Scams are built from whole cloth, and changes in requirements just mean the scam applications just have to be changed to meet the new requirements.

That is not as a result of the SSA changing its guidelines but the medical community recognizing conditions that can be debilitating that were, in their opinion, undiagnosed or underdiagnosed.

An older, less controversial example is when PTSD became recognized as potentially debilitating. I suppose it is fair to say that made disability programs administered by the military and SSA easier to qualify for but I personally see that differently.

Since 1997 and the enactment of the Contract With America Advancement Act SSA administered disability has been objectively more difficult to obtain for a large number of applicants. That doesn't mean certain manners of disability don't have paths that previously didn't exist. It is also arguable that disability via mental impairment is not easier to fake.

I looked at SLC a little bit, but too Mormon for me. I settled on buying in Boise and Boulder. IMO those two places are pretty similar, except even Boise has lots of Mormons.
My issue with Wyoming or Montana would be accessibility. I don’t want to live anywhere that is hard to get to.

Don't start buying lottery tickets. Outside of mandatory encounters, the only personal interaction with medical I had in my time in the Army was a training accident in IOBC that resulted in a day on the gimp squad. The only time I have ever been in a VA hospital was visiting an uncle when I was a kid.

We need to figure out what the states under 10% have in common. Maybe that’s how we solve poverty.

Eskimo or Injun reservations will tend to bump the numbers in western states. Delta (La/Ms) bumps the numbers as does the rio grand valley.

It should be federally mandated that every state be under 10%. States have to cut benefits to get under 10%.

I legit do not understand how it’s possible for Puerto Rico to have half of every person there on welfare.
