Why are parts of I10 grass on fire? Starting at highland rd exit going towards New Orleans 20+ spots of grass on fire with cop cars all over

Someone's trailer safety chains are dragging and throwing sparks.

When there is a grass fire on the side of the freeway here in Cali, its trashy homeless people 100% of the time.
