Louisiana limited its participation in a race to the bottom. Even with the reductions the state will be paying out productions which already happened for five more years. The only winners with film incentives are producers.
When states started paying productions left California, when unions made BTL labor too expensive productions left the US altogether for cheaper labor and incentives in Europe and Australia.
The only way to have a sustained film industry is to pay more than everyone else. It isn't worth it.

UK, Australia, Canada. Foreign jurisdictions offer cheaper labor, favorable exchange rates, and incentives. When you net everything out productions in a big incentive country are like 40% cheaper than an American counterpart.

Atlanta and the state of Georgia is losing most of its film industry. Several reasons but mainly because you can only bribe people with taxpayer money for whatever period of time it takes for the next mark to offer even more taxpayer money. The industry brought very few actual jobs to the state and at the end of the day other than folks in the state being able to say "I know where that is...." there weren't many benefits.
